Description of Services:The Facility accepts polychlorinated biphenyl (PCB) contaminated waste in a variety of forms, including: whole electrical transformers, capacitors, switches, regulators, bushings, and ballasts; bulk and drummed oils and wastewaters; and bulk and drummed solid waste such as soil, rocks, and debris. The Facility cannot accept any RCRA waste, even if that waste is manifested as dual TSCA and RCRA. Incoming wastes do not require pre-qualification.

In general, on-site operations include accepting electrical equipment, breaking it down to its components, cleaning it of PCB impacts, and then selling the scrap metal. For transformers, this includes draining all fluids (typically PCB-oil), degreasing the entire unit using TCE, separation of the core from the carcass, and then performing a final degreasing using TCE. When transformers are decommissioned, most of the internal parts are recycled, along with the empty transformer housing units or “carcasses”. Roughly 90% of a typical transformer’s weight consists of steel, copper, and/or aluminum, so most parts are recyclable.

All fluids are then removed from the transformer and stored in an on-site tank prior to transfer off-site for dechlorination (a process of removing PCBs from the oil) at Clean Harbors PPM in Coffeyville, Kansas or incineration at Clean Harbor Deer Park in Deer Park, Texas.
