Description of Services:The Newpark facility accepts wastes generated from oil field E&P operations, which have been specifically exempted from the Resource Conservation and Recovery Act (RCRA). The most commonly generated types of RCRA-exempt E&P wastes are produced water, spent drilling fluids, drill cuttings, produced oily sands/solids, and spent workover, well treatment, or completion fluids. Waste drilling fluids represent the major portion of the incoming waste stream at this site. The facility receives waste via barge, dump truck, roll-off truck, tank truck, vacuum truck, work boats, and in bulk liquid containers and cutting boxes.

This site functions solely as a transfer facility. Waste acceptance is driven by generator certification that it is an E&P exempt waste. Site manager approves shipment on receipt at Morgan City and waste is visually examined and screened for naturally occurring radioactive material (NORM) onsite. Visual examination is for obvious non-exempt wastes such as paint chips, sand blast material, or welding rods, etc. The facility also samples the waste and tests for pH, electrical conductance, and chlorides at the onsite laboratory. However, the waste is only rejected if it is not an E&P exempt waste or exceeds allowable NORM content.
