Description of Services:Aggregate-Stoughton is an asphalt plant that receives petroleum contaminated soil (PCS) and concrete and asphalt debris for recycling. The facility permit allows recycling of PCS in the onsite hot mix asphalt plant and also through a cold batch process; however, the hot mix plant has not been utilized for PCS processing for over 15 years and there is no plan to do so in the future. Therefore, the CHWMEG review focused on cold batch processing of PCS and recycling of concrete and asphalt debris.

For recycling, PCS is moved from the storage building by front end loader to the adjacent processing area where it is screened with a portable screen, placed on a conveyor, sprayed with liquid asphalt, and blended in a pug mill to produce a material used as road bed or landfill cover. Processing is on a batch basis, with runs lasting one to two days. Inventory is tracked on a volume in, volume out basis. Generally, the PCS storage building is filled to permitted capacity, and then the material is processed. The filling process takes about 5 weeks at current receipt rates, and the PCS then takes 1 - 2 weeks to process.

Asphalt and concrete debris are stored in piles in designated areas of the facility, and later crushed and recycled as aggregate or road bed material.
