Description of Services:The facility is a shipyard where repairs are made to tug boats, barges, and other vessels. The Gas Free Plant (GFP - subject of this review) supports the shipyard operations by cleaning barges and bilges of boats to ready them for “hot work”, i.e. removing any flammable or ignitable liquids and their vapors prior to welding repairs or other activities that would trigger combustion, thus the name “gas free”. This same service is provided to other barges that may need to be cleaned prior to a change in the type of product that will be transported; i.e. a barge carrying crude oil would likely be cleaned prior to being used to transport gasoline, but not necessarily vice-versa.

The nature of the cleaning operation is to receive a barge that is empty of product, but typically has residual liquids with solids/sludge on bottom, and clean the barge tanks to enable the barge operator to then transport a different cargo without contamination the product. The barges are cleaned using the "Butterworth" method of tank cleaning that has been the standard for the industry for several decades. The Butterworth method consists of injecting extremely hot water - just below the boiling point - through a nozzle that is designed to rotate on the horizontal and vertical axes simultaneously, thereby providing full coverage of the interior of a tank. The nozzle is typically set at progressively increasing depths to enable thorough cleaning from top to bottom.

Barge washwater is removed from the barge being cleaned and stored in the GFP facility tank barges, then pumped to a wastewater treatment plant for site generated waste only.
