Description of Services:Used oil is accepted from oil change stores, auto repair facilities and dealers, power companies, mines and manufacturing companies. In order for oil to be accepted, the generating process and oil specifications are described, and a Tri-State representative visits the generating facility and performs a Clor-D-Tect test to determine if chlorine is present. If the oil is acceptable, bulk pick-up is scheduled using Tri-State tank trucks and drivers (no load documentation or placarding are required for the transportation). At the time of pick-up, oil is also Clor-D-Tect tested; after arrival at the Downey facility, oil is unloaded through a coarse filter into one of the above ground tanks in the north tank farm area (the south tank area is used for virgin oil only). When a tank is full, it is “locked out”; a representative sample is taken for testing by an offsite laboratory prior to shipment. The recycled oil is thus produced by blending, consolidation, and initial solids removal. Water is kept below 5% in the oil as it is picked up at generators, and fine solids stay in the oil as shipped. No heating is done (a propane-fired low pressure steam boiler onsite provides heat for virgin oil tanks only). Piping connections to tanks are at the very bottom, so any water and settling solids are removed each time the tank is emptied.

Recycled oil is sold to various users including hot asphalt plants (fuel), a coal mine (dust control) and refinery (feedstock). Generators are paid for oil; incoming load volume (as determined by receiving tank sight gauge) is recorded in a receiving log (no computer system is used). Company trucks haul the recycled oil to the end users.
